What to pay, when, where and how? Our suggestions:

Goods and services

Fines

Town Hall (90 Roosevelt Avenue)

Fines from the Service de police de la Ville de Montréal (SPVM) and Mount Royal Public Security may be paid at our service counter at 90 Roosevelt Avenue, on the second floor.

Fines from the Sûreté du Québec or given outside the Montreal Island may not be paid in Mount Royal.

Library membership and fines

Library (1967 Graham Boulevard)

Free library membership is available to residents at any time during opening hours. Fines can be paid on the premises.

Metered Water Billing

Town Hall (90 Roosevelt Avenue)

Complete details concerning metered water billing are available in our Treasurer’s Office and Material Resources section. Your water bill is usually mailed in the fall.

Permits and licences

Town Hall (90 Roosevelt Avenue)

  • Cat or dog licence – Available at all times, renewable on January 1, valid for one year.
  • Circular distribution permit – Available at all times, renewable on January 1, valid for a single event or for one year.
  • Public auction permit – Available at all times, renewable on January 1, valid for a single event or for one year.
  • Christmas tree sale permit – Available at all times, valid until December 31 of the current year.
  • Mobile canteen permit (only for industrial or commercial zones) - Available at all times, valid for one year.
  • Town centre parking permit – Available at all times, valid until December 31 of the current year, payable on a prorata basis according to the date of issuance.

Technical Services: Urban Planning and Inspection (10 Roosevelt Avenue)

  • Gardening and snow removal permit – Available at all times, valid until December 31 of the current year.
  • Construction, renovation and demolition permit: See the complete list of projects requiring a permit and contact the Urban Planning and Inspection Division for more information.
  • Hydrant use permits – Available at all times, for a single event.

Technical Services: Engineering (20 Roosevelt Avenue)

  • Permit for installing or replacing a water or sewer connection – Available at all times, valid for one year.
  • Permit to occupy or temporarily obstruct public property – Available at all times, for a time period based on the application.

Real estate taxes

Town Hall (90 Roosevelt Avenue)

Complete details concerning payment of your real estate taxes are available in the Treasurer’s Office and Material Resources section. The Mount Royal tax bill is usually mailed early in the year; explanations about your property tax bill are available online at all times.

Only Town residents may pay the Montréal agglomeration tax bill in the Town Mount Royal.

Recreation, Culture and Community Activities: registration

Recreation Centre (60 Roosevelt Avenue)

A Recreation membership card, renewable on January 1 of each year, is mandatory year round for every resident, five years and over, who wishes to participate in our programs or use the recreation facilities.

Artistic performances and other special events involve procedures specific to each event. Please refer to the special instructions for any events that interest you.

School taxes

School taxes may not be paid in Mount Royal. Please refer to payment terms on the bill your received from the Comité de gestion de la taxe scolaire de l’île de Montréal.

Special collections are payable at the Town Shops, 180 Clyde Road.

Payment methods

Traditional method 

Cash payments and cheques to the order of the Town of Mount Royal are accepted in all municipal buildings. Debit (Interac) and credit card payments are accepted in the following Town buildings:

  • Town Hall (90 Roosevelt Avenue) – Year round.
  • Recreation Centre (60 Roosevelt Avenue) – Year round.
  • Library (1967 Graham Boulevard) – Year round.
  • Technical Services and Public Security (10 and 20 Roosevelt Avenue) – Year round.
  • Mohawk Park –From May to October.
  • Connaught Park – From May to October.
  • Outdoor swimming pool – From June to September

Credit card payments are not accepted for property taxes, transfer duties (welcome tax) and water taxes.

Since the Town Shops (180 Clyde Road) do not have a point of sale terminal, they cannot accept card payments for special collections or composters. Residents must therefore plan for cash or cheque payment on the premises.

Library fines of $10 and more may be paid by card at the point of sale (Interac) terminal.

Electronic method

You can pay your tax bill and your water bill electronically by signing up for Internet banking services offered by most financial institutions.

To make your payment over the Internet, you must select the proper account payable, as the Town of Mount Royal has two separate accounts for payment of its property tax and of its water bills. Each account payable is clearly identified as such.
