Building By-law No. 1311 regulates the construction, modification and demolition of any assembled structure located within Mount Royal’s town limits. It applies not only to principal buildings but also to their fixtures and related structures (pools, fences, balconies, sheds, etc.), for all of which it sets out a series of specific, detailed standards that integrate the provisions of the National Building Code.
The by-law also includes construction safety standards and specifies owners’ and contractors’ obligations with respect to construction. It addresses the issue of non-conforming, dangerous and unfinished constructions. It clarifies the powers of the inspector, in particular with respect to plumbing. Lastly, it establishes the offences, penalties and possible recourse when problems arise.
