Here is some information concerning the main rules to follow in the Town of Mount Royal.

Parking

No vehicle may be parked on the same block continuously for longer than 4 hours.

Road signs

You must always respect:

  • No stopping signs
  • Fire hydrants
  • Temporary road signs (work, prohibition, snow removal, etc.)

Private driveway

You may not park your vehicle less than 3 meters from a private driveway.

Contractors and entrepreneurs

You too must respect these parking road signs.

Overnight parking

You may obtain a temporary overnight parking permit, free of charge, if work being done or visitors are preventing you from using your driveway.

Permit holder

Contact us at any time at 514-734-4666 to obtain a permit. You must own a vehicle and have an address in the Town of Mount Royal. Please be advised that permits cannot be requested by e-mail.

Duration and restriction

A permit can be valid for up to 3 consecutive nights, between midnight and 8:00, depending on your request. After 8:00, the 4-hour parking rule applies.

Limit

You can use temporary overnight parking permits for a maximum of nine nights per month, per vehicle.

Changing blocks

After being parked for four hours on the same block, you must park your car on another block – around a different block of homes – to bring the meter back down to zero!

Why is this regulation used?

  • To enable emergency vehicles to move freely
  • To increase the efficiency of police and Public Security patrols
  • To provide easier street maintenance
  • To preserve the Town of Mount Royal’s unique appeal

Occupation or temporary obstruction of public property

Are you planning work on your property that will involve occupation of public property, a street for example, by vehicles or machinery? Please notify our Technical Services - Engineering Division by applying for a permit to occupy or temporarily obstruct public property.

School zones

When driving in a school zone, you must be extra careful and always apply the basic rules and guidelines of road safety. It’s a matter of your own children’s safety!

A few important reminders

Respect the no stopping signs.
Fine: $30, plus $12 in fees

Respect the no parking signs.
Fine: $30, plus $12 in fees

Do not double-park
Fine: $30, plus $12 in fees

Watch out for the children!
Stop five meters away from a bus that has its flashers on. (The stop is not mandatory if there is a median separating your lane from the bus’ lane)
Fine: from $200 to $300; demerit points: 9.

School crossing guard - Mandatory stop.
You must always respect the school crossing guard’s mandatory stop sign. His/her role is to guide and control the students when they cross the street.
Fine: from $100 to $200; demerit points: 3.

Be especially careful in a school zone!
Respect the speed limit and take weather conditions into account.
Driving 10 km/h over the speed limit could be a matter of life or
death for a child crossing your path.
Fine and demerit points in proportion to the speed you were traveling at when pulled over.

Maintenance and prevention

Pick-up of refuse and recyclable material

Refuse

  • Dwellings of 7 units or less
    Once a week, on Wednesday, between 07:30 and 16:30, except on holidays.
  • Commercial or public establishments and dwellings of 8 units or more
    Twice a week, Tuesdays and Fridays, between 07:30 and 16:30, except on holidays.

Recyclable material

Once a week, on Wednesday, between 07:30 and 16:30, except on holidays.

Draining of pool water

You may not pour your used pool water directly onto the street or into your property’s drain.

Use a pump equipped with a hose-pipe long enough to bring the water right to the sewer on the street. For security reasons, set up a road sign to advise motorists and pedestrians.

Snow removal

It is illegal to push the snow onto the street or sidewalks. If you don’t respect this By-law, you are subject to a fine. If you use the services of a snow removal entrepreneur, you must advise him of the By-law.

A matter of safety!

Cluttered streets or sidewalks are a source of danger for motorists and pedestrians. Contribute to the safety of your neighbourhood!

Gardening and grass clippings

You may not let the lawn, grass or brush grow higher than 15 centimetres. The same holds true for the land of a vacant or uninhabited property.

Leaves and branches: mind the road signs!

If it is forbidden to move, remove or deface road signs, it is also forbidden to cover them. As such, it becomes your responsability to clip any leaves or branches on your plants when they threaten to cover a sign planted nearby on public property.

How to dispose of refuse?

  • Place the bags of leaves or grass clippings on the property, on the edge of the sidewalk.
  • Their weight must not exceed 25 kg (55 lbs).
  • They are picked up at the same time as the household garbage.

Large refuse (hedge trimmings, branches, etc.)

They must be placed on the edge of the sidewalk. Tree and shrub branches must be tightly tied into bundles 1.2 m (4 feet) long and 60 cm (2 feet) in diameter.

Leaf blower

You may not use a leaf blower between June 1 and September 30. They can be used at all other times during the year except:

  • Before 07:00 and after 20:00 (Monday to Friday inclusively)
  • Before 09:00 and after 17:00 (Saturday, Sunday and holidays)

Removal of graffiti

If you are part of a residential or commercial sector located east of Décarie Boulevard, the Town offers you a graffiti removal service at no cost. Fill out the form (French only) used for that purpose and send it by email or by mail:

We will contact you within 24 hours. The graffiti is usually removed within 72 hours. Please note that a police report is mandatory before graffiti removal procedures get underway.

Keep your eyes peeled

Spotting a tagger red-handed? Please contact the police immediately by dialing 514-280-2222. In such a case, calling Mount Royal Public Security would simply delay police action.

Non-toxic products

The products used to remove graffiti are non-toxic and do not damage exterior building materials.

Other sectors

If you are not located in a residential or commercial sector east of Décarie Boulevard, you must remove the graffiti at your own expense. Advise us of when you plan to remove it in order to avoid receiving a notice.

Notice from the Town

If you receive a notice from the Town and you don’t remove graffiti, you are subject to a fine.

Theft prevention

To avoid attracting the attention of burglars:

  • Make sure the snow is cleared from your driveway
  • Leave some lights on inside (to make it look lived in!)

However, never leave your Christmas tree lights on. That could cause a fire.

Respect

Noise

You may not make noise or incite to make noise that could:

  • Disturb the peace or quiet in the neighbourhood
  • Prevent or hinder the peaceful use of the property

Hours

  • Monday to Friday inclusively: before 07:00 and after 20:00
  • Saturday, Sunday and holidays: before 10:00 and after 16:00

Dogs and cats

Mandatory license

You must obtain a license to have a cat or a dog. This annual license is renewable on January 1. It is valid up until December 31, regardless of when you obtained it.

Obtaining a license

You must:

  • Be 18 years of age or over
  • Fill out the request form
  • Submit written proof of vaccination against rabies
  • Pay the specified fees (free of charge for a guide-dog)

Distribution of circulars

The distribution of circulars to private homes and apartment buildings is authorized, under certain conditions.

If you do not wish to receive any circulars, ask us for a sticker indicating your refusal. You must put in it plain view, on your mailbox or on the front door of an apartment building.
