Planning Advisory Committee (CCU)

Unlike Town Council’s other advisory committees, the Planning Advisory Committee (CCU) is not a local creation but a body found in all Quebec municipalities and empowered under Section 146 of the Act respecting land use planning and development.

The website of the Ministère des Affaires municipales et Régions (MAMR) provides a very clear description (in French only) of the how planning advisory committees are to work and what they are supposed to do.

In Town of Mount Royal, the makeup and operation of our Planning Advisory Committee are formalized in By-law #1314.

The Town’s Planning Advisory Committee normally meets on Friday of every other week.

The Planning Advisory Committee has six members

  • One (1) Council member appointed by resolution of Council (this member is called the “Council member”). The Council member is the chair of the committee.
  • Three (3) members of the Ordre des architectes du Québec or the Corporation professionnelle des urbanistes du Québec chosen from among Town residents and appointed by resolution of Council (these members are called “appointed members”).
  • One (1) citizen residing in Town of Mount Royal and appointed by resolution of Council (this member is called the “appointed citizen”).

In addition, one of the following persons must attend the committee’s meetings: the Town manager, the director of the Technical Services Department or the head of the Urban Planning and Inspection Division. These persons are not entitled to vote.

The committee’s proceedings and recommendations are submitted to Council in the form of reports.

Duties of the Planning Advisory Committee

  • Carry out studies and assist Council in developing its urban planning policy;
  • Consider all written requests to modify urban regulations submitted by Council and submit a report of its findings to Council;
  • Study requests for permits and certificates in light of the objectives and criteria contained in the Town’s Site Planning and Architectural Integration Program;
  • Study plans submitted under the by-law respecting the comprehensive development programs;
  • Study any request for minor variances and make recommendations regarding such variances to Council.

The committee may also...

  • Establish working committees formed of its members or of some of its members and persons who are not members;
  • With Council’s approval, consult any expert;
  • With Council’s approval, consult any Town employee and require from the employee any report or study it deems necessary;
  • Summon, if necessary, people who have submitted projects to the Town in order to obtain from them explanations and information;
  • Deal with any other related activity that it may be requested to look into, such as beautification, clean-up, landscaping or other campaigns;
  • Make other recommendations regarding urban planning, zoning, subdivision and construction such as Council may request on occasion.
